From received expert opinion: There are a lot of what we call ‘bird-dropping moths’ which are black and white and mimic bird droppings. So many that a book has been published on the UK species to aid identification. This looks to be one of the Epiblema species and these are best separated by noting the nearby plants as they often sit on, or near, their food plants, E. sticticana on Coltsfoot; E. cirsiana on Black Knapweed & Creeping Thistle; E. scutulana (females, as males are different) on Marsh Thistles. I think this is one of these.
